The brief history of STTAL begins with an event in which in 1964 the Indonesian Navy under the Minister/Commander of the Navy, Admiral R.E. Martadinata was fully aware that the weapons equipment and materials used by the Navy at that time were increasingly modern and technologically sophisticated. Responding to these conditions, it is necessary to have personnel who have sufficient knowledge and skills to be able to handle weapons equipment both as operational, maintenance and repair personnel as well as their development. Provision of personnel in accordance with the demands of technological developments was a challenge for the TNI AL at that time, therefore the TNI AL leadership felt the need for a separate forum that would produce experts in the fields of science and technology in the military, maritime and naval forces.
Based on this mindset, a Continuing Education Formulation Committee was formed which was chaired by Marine Colonel (E) Suparno by Decree of the Minister of the Commander of the Navy No. 5420.24 dated August 24, 1964. The drafting committee proposed a place for continuing education in the SESKOAL Cipulir-Jakarta complex. As a follow-up, a task force was formed with the Warrant of Deputy II Minister/Commander Number: P.22/8/12 dated 2 October 1964 whose members included: Rear Admiral Suyono Suparto, Marine Major Soewarso M.Sc., Marine Major F.M. Parapat Phd., Sea Captain Dr.A.J.Supardi, Sea Captain Eduard Mambo, Sea Captain Robert Liem, Dipl.Ing, Sea Captain Ir. Lie Kok Toen, Sea Captain Ir. Samri Leman and Sea Captain M.A. Tamimi Dipl. Ing. The result of the task force was the issuance of the Decree of the Minister/Commander of the Navy Number: 5401.36 dated 10 November 1965 concerning the establishment of the Naval Scientific Institute (IIAL).
The most historic moment for the Indonesian Navy, especially STTAL, was the inauguration of the opening of IIAL Batch I on March 15, 1966 at Yos Sudarso Hall, SESKOAL Cipulir by the Minister/Commander of the Navy, Laksamana Mulyadi, with Decree No. 1520.11 dated February 28, 1966, which was opened in three departments, namely: the Department of Mechanical Engineering, Electrical Engineering, and Chemical Engineering. The opening of IIAL Batch I on March 15, 1966 was then used as the anniversary of IIAL/STTAL where learning activities officially began.

In its development to get recognition (accreditation) from the Department of P and K based on advice from the Directorate General of Higher Education and Science (PTIP) at that time, IIAL changed its name to STTAL (Navy College of Technology). This acknowledgment from the Department of P and K was realized by the issuance of a Joint Decree between the Commander of the Indonesian Navy and the Minister of Education and Culture Number: 1520.20 and Number: I/KB/PK/68 dated 14 November 1968 concerning the College of Naval Technology. In the decision it was determined that:
First College Technology Navy as a regular educational program from IIAL is organized by the Republic of Indonesia Navy with study levels as “Post-BaccalaureateStudy” for three years and with determination as a complete undergraduate.Post-BaccalaureateStudy” selama tiga tahun dan dengan kebulatan sebagai sarjana lengkap.
Second, College of Technology Navy has the status of a Service College.
Third, for academic guidance, School of Naval Technology College in collaboration with the Bandung Institute of Technology (STTAL).
Fourth, all costs that are needed for organizing the Naval Technology High School are borne by the Republic of Indonesia Navy budget.
At the beginning of the formation of STTAL/IIAL, SESKOAL and SEKUAL were components of LEMHANMAR education as executors in the fields of further education, research and development of science and technology. In subsequent developments LEMHANMAR was disbanded in 1970, and the Navy Development and Education Command (KOBANGDIKAL) was formed based on Presidential Decree No. 79 of 1969 concerning the organization of the Department of Defense and Security. So based on the Decree of Danjen Kobangdikal Number: Skep/1502.63/BDIK/V/1972 dated 10 May 1972, organizationally and administratively, STTAL/IIAL was under Danjen Kobangdikal. The STTAL/IIAL education program Batch I (1966) up to Batch VII was held at the Cipulir-Jakarta SESKOAL campus. With the completion of the construction of the STTAL campus building located in the Bumimoro-Surabaya Kobangdikal complex, since 1985 (STTAL Batch VIII) education has been held at Kobangdikal Surabaya. STTAL then, step by step, underwent quite rapid changes and developments and has a very strategic role in the dynamics of national development.

In its development, in 1998 based on the Decree of the Chief of Staff of the Navy Number Skep/756/III/1998 dated March 30, 1998, STTAL opened a department/study program in Mechanical Engineering, Electrical Engineering and Industrial Management Engineering and Hydrography. The opening received approval from the Director General of Higher Education, Ministry of Education and Culture through Letter number 2664/DIT/1999 dated October 22, 1999, which approved the opening of undergraduate majors/study programs in the STTAL environment including: Department/Study Program in Mechanical Engineering, Electrical Engineering, Industrial Management Engineering , and Hydrography. The students who took the undergraduate study program at STTAL came from the Officer level with the rank of Lettu up to Captain graduates from the Naval Academy (AAL), Military Academy (AKMIL), and Air Force Academy (AAU) which at that time were still recognized as Diploma three.
In 2005, STTAL opened the Diploma three (DIII) program. The DIII program received approval from the Directorate General of Higher Education based on the Letter of the Directorate General of Higher Education Ministry of National Education Number 1946/D/T/2009 dated October 30, 2009. STTAL opened the DIII program, with study programs covering: Mechanical Engineering, Informatics Engineering, Electronic Engineering, and Hydro Oceanography. The third diploma program students come from TNI AL, TNI AD, TNI AU, and Polri members at the Non-commissioned Officer level with the ranks of Sertu to Sergeant.
In 2012, due to changes in the accreditation requirements, STTAL was required to renew the operational permits for its study programs, both DIII and S1. Based on the Letter of the Director General of Higher Education of the Ministry of Education and Culture Number 7212/E2.3/T/2012 dated 16 October 2012 a Recommendation for Extension of Permits for the Undergraduate Study Program at STTAL Surabaya was obtained, and based on the Letter of the Director General of Higher Education of the Ministry of Education and Culture Number 7224/E2.3/T /2012 on October 16 2012 a recommendation for permit extension for the DIII study program at STTAL Surabaya was obtained.
As a tertiary institution managed by another Ministry (Ministry of Defense), the existence of STTAL has been recognized by the Ministry of Education and Culture. In order to be able to carry out the re-accreditation of undergraduate study programs and DIII accreditation and to be able to enter the Higher Education Database (PDPT) system of the Directorate General of Higher Education, STTAL submits Higher Education Identification Numbers (NIPT) and Study Program Identification Numbers (NIPS) to the Director General of Higher Education. STTAL has now obtained NIPT and NIPS, and can be included in the Directorate General of Higher Education Database reporting. The NIPT STTAL code data is 473001. In order to improve a more credible, transparent, accountable and responsible governance system, and be able to apply the principles of justice so that it is in accordance with organizational needs, developments in the external environment and referring to the provisions of Law Number 12 of 2012 concerning Higher Education, STTAL issues The 2013-2033 STTAL Development Master Plan (RIP) and the Decree of the Chief of Staff of the Navy Number Kep/45/I/2013 dated 11 January 2013 concerning the Statutes of the Naval College of Technology. Based on the new RIP and Statutes, STTAL makes fundamental changes in governance, leadership and quality assurance of educational institutions.

Pada tahun 2013, STTAL mendapatkan mandat dari Kemendikbud untuk membuka program studi Analisis Sistem dan Riset Operasi (ASRO), melalui Surat Mandat Direktur Jenderal Pendidikan Tinggi Kemendikbud Nomor 124/E/KR/2013 tanggal 19 Februari 2013 tentang Penugasan Pembukaan Program Pascasarjana Program Studi S2 Analisis Sistem dan Riset Operasi STTAL. Untuk menjalankan roda organisasi yang mewadahi keberadaan program Pascasarjana sesuai mandat dari Ditjen Dikti Kemendikbud tersebut, maka diterbitkan Keputusan Komandan/Ketua STTAL Nomor B/31/2013 tanggal 21 Februari 2013

Based on the mandate letter from the Directorate General of Higher Education, a Decree of Chief of Staff Number Kep/352/III/2013 dated March 15, 2013 was issued regarding the permit to carry out the Postgraduate Program Masters in Systems Analysis and Operations Research at the Naval College of Technology (STTAL) and followed by the issuance of a Ministerial Decree. Education and Culture of the Republic of Indonesia Number 431/E/O/2013 dated 27 September 2013 concerning Permit to Organize Systems Analysis and Operations Research (S2) Study Program at STTAL in Surabaya.
The existence of the Postgraduate Program ASRO's Masters study program at STTAL encouraged the realization of a new change idea in the STTAL administration system which received full support from Commander Kobangdikal who at that time served as Rear Admiral TNI Djoko Teguh Wahojo. For the initiator, a Kobangdikal Commander letter was submitted to Asrena Kasal Number B/957/IV/2013 dated 30 April 2013 concerning Suggestions and Input Perkasal's concept of the STTAL organization, which was followed up by holding a meeting chaired by Asrena Kasal regarding the validation of the STTAL organization on Tuesday, on May 7 2013, held at Rupat Asrena discussing the proposed validation of the STTAL organization.
In further developments, Kasal, Admiral TNI Dr. Marsetio ordered verbally to compile an academic paper on the validation of the STTAL organization on July 12 2013 at the Naval Academy. This order was followed up by compiling and sending Letter of Kobangdikal Commander to Kasal Number B/1518/VII/2013 dated 16 July 2013 concerning Academic Papers for Repositioning STTAL Positions and Main Tasks. The main contents of the letter are: (1) the application for the position of Commander of STTAL is Rear Admiral/Brig General, (2) STTAL becomes Balakpus Mabesal, (3) the number of positions for colonel is 8 positions.
Academic papers received positive responses at a meeting at the Rupat Wakasal Mabesal led by Kasal on July 17 2013. The results of the meeting recommended several revisions to academic texts. Then resubmit revision of academic papers based on the Kobangdikal Commander's Letter to Kasal Number B/1667/VIII/2013 dated 7 August 2013 concerning Academic Papers Repositioning STTAL Positions and Main Tasks. The main contents of the letter are: (1) the submission for the position of STTAL Commander is Rear Admiral/Brig General, (2) STTAL Balakpus Mabesal, (3) the number of positions for colonel is 7 positions. Based on the Kobangdikal Commander's letter, a Kasal Letter was issued to the TNI Commander Number B/255-02/03/19/Set dated 2 October 2013 concerning Proposals for Validation, Repositioning and Organizational Improvement of STTAL to become Balakpus Mabesal.

On March 24, 2014 the Asrenum Commander of the Indonesian Armed Forces held a Revision Meeting for the Presidential Regulation of the Republic of Indonesia Number 10 of 2010 in Jakarta.
Considering the urgency of validating, repositioning and improving the STTAL organization was very urgent at that time especially at the time when Higher Education Institution Accreditation (AIPT) was to be held by BAN PT Kemendikbud whose registration ended on August 10 2014, a Panja team was formed to accelerate validation, reposition and improve the organization which chaired by Commander Kobangdikal who at that time was held by Rear Admiral TNI Widodo, SE., M.Sc. The Panja team carried out workload calculations and reformulated the concept validation, repositioning and improving the STTAL organization in accordance with the needs of the TNI/AL and statutory provisions. The Panja team suggested submitting a letter of recommendation to re-validate, reposition and improve the STTAL organization, which was followed up by sending a letter from the Chief of Staff to the TNI Commander Number B/295-02/03/19/Set dated 18 August 2014 concerning Proposals for Revalidation, Repositioning and Organizational Improvement STTAL becomes Balakpus Mabesal.
After obtaining input and references that strengthen the urgency of validating, repositioning and improving the STTAL organization, the TNI Headquarters responded to the proposal for discussion in a meeting with the TNI Commander. In the end, on Tuesday, September 9 2014, taking place in the Meeting Room of the TNI Commander's Office, Jalan Merdeka Barat, Central Jakarta, the TNI Commander, TNI General Dr. Moeldoko decided to approve the validation, repositioning and improvement of the STTAL organization, which was originally STTAL under Kobangdikal, now the Central Executive Board for the Indonesian Navy Headquarters. The position structure of the STTAL Commander has also experienced an increase, which was originally held by a Middle Officer with the rank of Colonel Mantap, being raised to a High Star Officer with the rank of First Admiral TNI or Brigadier General TNI Marines.

The Commander of Kobangdikal, who at that time was held by Rear Admiral TNI Ari Atmadja, SE., then carried out the liquidation of the STTAL organization from Kobangdikal through a STTAL Organization Liquidation Ceremony on Friday, November 14 2014. Exactly on Monday, November 17 2014, STTAL was inaugurated as the Central Executive Agency for the Indonesian Navy Headquarters by the Chief of Staff of the Navy, Admiral TNI Dr. Marsetio, along with the inauguration of the newly completed Postgraduate building.
